The Governor at present reserves the right not to enter a profile, although by entering this he has technically forfeited this right. Expect a lengthy Court Process to sort this out, with maybe an appeal in the High Court, followed by The House of Lords Overturning the decision, The Commons Passing it by envoking the Parliament Act, And then the European Court of Human Rights overturning the whole process, by which time The Governor may decide to write a profile after all.

You're classed as the living dead, and it is hard to clarify that on my income tax statement. I suppose I could mark you down as a capital asset but that means entering a higher tax bracket. *sigh*
Oh I see. You could put my soul down as an Involuntary Conversion and then make an Itemized deduction on any future zombies you claim which would exempt your liability.
