The thing on the 'Edit Account' page is a flag that turns forum comics on and off. If you read a few more threads you'll see that people post comics to the forums. If you're on a slow connection and would rather have these turned off so you don't have to view them, set the flag in your 'Edit Account' screen. If you do this you can always view individual comics by clicking on the links in the forums, or there's an option at the bottom of forum pages to reload the page with comics.
When you're typing in a post, there's a link immediately to your left that says 'Click here for help with UBB codes.' Pull that up and read it, as well as reading the FAQ, the link to which is in the upper right of the screen.
If neither of those or this message answers all your questions, try posting it again and being a little more specific about what it is you're trying to do.
