Okay... I've been trying for a long time to win a CC in order to introduce this theme. (It'll prolly suck anywayz.) But, here it is: In one panel, you must introduce a scenario, it can be anything whether it's a new law, someone elected to office, new sources of energy, ANYTHING! Then, talk about the upside in one panel, and then talk about the downside in another. You can do this in any particular order. Confusing? Here's an example:
