It could contain a link to the FAQ, and a quick overview of the etiquette of each particular forum... like in the comic competitions forum, it can explain that the contests are sequential, with the winner traditionally hosting the next, for instance.

It would stay as the first thread in each forum, and be locked so no one can post replies. What do you think?

I don't like it.

I think it's a bit uncalled for and I wouldn't want to have to look at it in every forum.

Considering the number of people confounded daily by such missives as 'Line starts here' and 'Stop', I'd say that expecting them to chew through and understand an entire FAQ is a long shot.
