It doesn't save anything on the computer. When you're not logged in, it logs your IP to count you as being a 'guest'. When it needed to update that the next time you loaded a page, there was an error that made the script choke.
So you could visit once (logged out) from a certain IP, then the next time you loaded a page it would break.
