Rule 6 One character must speak in the third person
In your first strip, "Kramer is law, you are crime," which is supposed to break this rule, Zoe speaks in the third person about her cat. I suggest that the actual rule is that "One character must speak exclusively in the third person."

Rule 10 All dialogue boxes must contain an even number of lines.
The number of lines in a dialogue box varies with the text size and font used. This is easy to confirm by changing the text size with the View menu in Internet Explorer. Also, if my computer did not have the particular font installed that it uses to display text in the dialogue boxes, it would use a different font, and this could result in a different number of lines in some boxes.
In particular, you said that "Harry Potter Reports to his Superior" came close to meeting rule 10. As it normally shows up on my computer, with the font and text size normally used, it does not come close to meeting rule 10. Four dialogue boxes have an odd number of lines, and only two have an even number.
Therefore, I believe that rule 10 has actually been "Each dialogue box must contain an even number of lines as it is normally displayed on kramer_vs_kramer's computer."
