I believe the spy is actually none other than Pac-Man! As a true spy, he has hidden himself off panel, although unwittingly has cast his shadow upon the shirt of Gabe.

That or the pink thing.

Ryan. Or the old lady wearing a disguise that looks like Ryan.

Bryson has a 99 on his shirt, so I think he is Agent 99 in disguise. Remember Agent 99 from 'Get Smart'? Well, she's old and looks like a fat black man now. The years have not been kind to her.

Plus, someone raped and killed Max Smart before her eyes, so now she's angry and is looking for vengeance. Watch out!

I have to go with HWI. He's debonair, suave...everything that the agent needs to be. I assume he's pantomime, of course.
