You spot somebody on the site that you think should have forum access, you load this page, enter the name in, it grants them access and private messages them telling them they've been given access to the forums and that they're invited to participate.
The people with that power can deal with it however they want. If they want to try taking votes, that's cool. As long as everyone knows that access to the forums can and will be revoked if people are disruptive.
Sounds worth a try. I would like it if there were some thread or forum where the people with that power could solicit others' opinions, including the opinions of the people without that power.
