The election had moderate Republicans gain 2/3 majority in Congress and ensured them the numbers they needed to override presidential vetoes. By March 1867 Congress was ready to move on.

Reconstruction Act: organized the south into 5 military districts with each headed by a Union general. For the state the Union had to give black men the vote and the state had 2 ratify 14th amendment.
