I like GITS because it's intelligent, beautiful, has a fantastic score and is overall very well made. The ideas behind it are powerful, and if you watch it a few times you gain a much deeper understanding of the message that it presents.

Also, your 11 year old memory must be impaired, because there are clear nipple instances on a number of occasions - sorry.

I think Aus is referring to the scene where Motoko strips down and turns invisible. I could be wrong, but I think she was wearing a bodysuit that happened to be flesh-colored. That's how it is in the manga, IIRC. But at first glance I too thought the artists were just being being prudish (or else had even less familiarity with the female body than I do).
