| You seem to not understnad the whole process. All laws start out as a bill. Bills come from the ideas of citizens like you and me. | |

| Actually, they have to propose their idea to a representative and if they agree, they then write it into a bill. Once, a bill has a sponsor and the support of representatives, it can be introduced. | |
