The votes seem to have tailed off, so I'm going to declare some winners. Entering the three-way Finals, three cheers for:

I culled a few of the less feasible or (IMHO) less interesting ones, and we still had too many. So, we're going to do this final a wee bit differently ...
Below I have listed 12 rules: four text-oriented, four visual-oriented, and four content-oriented. Each of the three finalists has 96 hours to eliminate one rule from each of the three lists, by posting those rules (whichever ones they don't want to have to work with) here. Note that if someone wipes out a rule before you, it's gone; find something else to eliminate. Once four days have passed, or we're down to one rule in each category, I'll repost the final ruleset and call for comics (which can be posted directly to this thread). Once all three are posted, we'll pick a winner!
So now (drum roll), the final rule candidates:
Text rules[list][*]The title of your comic must have a Q in it.
[*]Exactly 15 words of dialogue must be used. No more, no fewer.
[*]Dialogue must be in the style of Shakespeare.
[*]One character in each frame must speak in first person, the other in third person.[/list]
Visual rules[list][*]Write a comic with only backgrounds and no characters.
[*]Only human characters may be used in the whole strip - no animals, robots, props, supernatural entities, or paperclips.
[*]Strips must contain the water background.
[*]The comic must be written as though the three panels are a single frame.[/list]
Content rules[list][*]There must be a reference to some bizarre law, either real or made up.
[*]An argument about some aspect of fashion must occur in the strip.
[*]The comic must involve a character having a flashback.
[*]Include Misremembered Platitude Trout in the plot.[/list]
