I don't think the actual attack was centrally planned, but the toll was minimal compared to many, many CIA actions that were centrally planned. The only shocking thing about the anthrax attack is that it happened to us. Things like that are supposed to happen to Iran or Cuba or Nicaragua or Vietnam.

This war on terrorisim is no more than an excuse to crack down on the thorns in the us's sides that the millitary and government has been itching to get at for years... it should nicely tie in with stopping terrorism in the mid-east, if we feel like taking on the Palestinians... and Iraq, Iran, Syria, Egypt, etc.
