This isn't the time for politics, but anyone that doesn't see Clinton as largely responsible for non-action at MANY terrorist acts during his reign just isn't paying attention.

There were a few known incidents where terrorist actions were thwarted during Clinton's administration and probably more we never heard about publicly. Who, besides you and opportunistic Republican politicians, are claiming that our intelligence services have been "dumbed down"? They have a large budget and have had many successes.
Clinton launched missile attacks more than once in response to terrorist actions and plans (remember when he bombed Baghdad because the Iraqis were planning to try to assassinate GHWBush?). What more would you have liked him to do? Invade Libya or Afghanistan?
I didn't miss that "point." I think it is a specious argument. You don't have to increase the entire defense budget to increase the effectiveness of intelligence operations. You can increase the intelligence budget and decrease other areas to account for modern military reality.
Besides, who says that throwing more money at intelligence operations would have prevented what happened today? We stopped or partially thwarted several terrorist schemes before but it should not be surprising that one got through. The terrorists have learned from their past mistakes and managed to pull off this attack. There's no reason yet (in the final analysis, who knows?) to assume that money spent on defense would have prevented this tragedy.
I think it's highly likely that the events today would have happened regardless of who is president or was for the previous 8 years. Short of invading arab countries or mounting costly assassinations that would bring more hatred and thus terrorism upon us, I'm not sure what would have prevented this.
