That phrase is the traditional default phrase of all New Yorker cartoons, in case you haven't heard. Don't ask me where I heard it. True things don't have to be sourced. Don't believe me? Go to the New Yorker website and start applying the caption to their cartoons.
However, they also have a cartoon contest where they allow people to submit captions for an captionless cartoon. People evidently get prizes.
