You can only do this if you have that little scrolling device in the middle of your mouse.

Go to "make a comic" and pick out a character.
Make sure the selection is highlighted.
Now, scroll back and forth to the left and right direction of the character with the scrolling device on your mouse (if you have one) and it looks like it's dancing.
I made Spankling dance to that song Wipe Out for two hours.
