For instance you could be out of the loop on defense department issues, or state department issues, or just higher level planning issues but still be sitting in on all the meetings related to terrorism, in respect to your position as counter-terrorism chief.
Counter-terrorism issues for instance are only one element of planning a war on Afghanistan, or a war on Iraq (which I understand is something Clarke has been going on about).
I'm assuming the cartoon is supposed to lead you to believe that Cheney's statement is contradicting Rice's statement. I'm not sure the point of arguing with a site that also has a picture of Kerry up with a caption claiming he is "the more totally cool candidate because he likes to ski". I guess because they are using a comic-book style font the site is "hip and with it" and the content of the pictures really isn't that important, right?
In any event this man served under Clinton while Al-Qaeda was being left alone to grow into its prime. I think maybe he has some other guilt issues he is dealing with, as he alluded to when he took blame for failing to prevent the 9-11 attacks in front of the 9-11 commission. He obviously doesn't feel quite so guilty that he can't cash in with a nice fat juicy book deal though, so thank god for that, right?
