Technically, they wouldn't "meet" as they're all running in the same direction. And if they're at a track "meet," the question is moot.
Also, the asshole who wrote this question made it unnecessarily complicated. Essentially all you need to know is the equation d=r(t). Instead, they try to freak out the test takers with meters and shit: "Meters!?! Holy God! How many kilometers in a mile?" AUUUUUUUUUUUUGH!"
And it's 24, not 12.
