He hasn't read the rules yet. You do have to write a comic about Tobor. It is a prerequisite to becoming a regular. (see StripCreator regular qualification rule 72c)
I don't think you should ever hold back from writing a Tobor comic if you have a funny idea. I just worry that Tobor is the face the SC community presents to outsiders, and that inside jokes about sodomizing robots might scare off some good writers. We could always stand a little more diversity around here.

I havn't made a tobor joke in awhile, and I try not to. Personaly I think it's like making a knock-nock joke: it's hilarious if it's really really good, but you get bored waiting for the punchline since you know the story already.
