He picked 'splitter' from the drop down list under the heading 'backgrounds'. But there are other options. You could just use the background menu scroll and choose 'splitter'. But in my opinion, the first option is so much faster and well organized.

You have to click the drop down list and scroll down to select "splitter." But you have to be careful. It's tricky.

The "splitter" option is fairly self-explanatory, if you merely select it and then employ it as an element in a particular comic. But here's a hint: try to use it only in those panels which you wish to divide, or "split", into two equal halves.
