I don't qquite see what this strip has to do with UK people. All the joke is is that the phrase "fairer than that" has a lot of F's, T's and R's in it. I think it may be stolen from some TV show.

I thought maybe "you can't say fairer than that" was a British expression meaning something like "it doesn't get any better than that" or "you couldn't ask for more favorable circumstances", so the line had a double meaning. It's not an expression I've heard before, anyway.
